Antecedentes
Carib Media offered unlimited downloads of US music and films and asked the Minister to discuss regulation/licensing after Antigua obtained WTO authority to seek suspension of TRIPS obligations up to US$21 million annually. On 18 July 2009 the Minister told it to desist from infringing copyright material, describing it as criminal under the Copyright Act 2003.
